The problem is when it comes to CA "actors" is that most of them aren't professional actors. None of Brad's close friends are actors, all of them do something else for their actual paycheck. I agree that when you're in your 30s, like the CA nobodies, you should be trying harder. Especially when that is your job.
But that's the thing, they're his friends. He HAS to be nice to them, he HAS to be soft on them when they screw up, because ultimately these are his social circle, and regardless of their shit acting, he still wants to be their friends once filming is done. And because of this, he can't ever force them to do better. And I'm guessing they get paid shit and only show up to shots when it doesn't obstruct their work and social lives. Essentially they do it to hang out, have a laugh or two, and then do a little bit of "acting" in a movie.
Someone mentioned Kubrick. Kubrick forced his actors to the limit, and they hated him for it. I doubt Kubrick and his actors hung out much, but he got great performances out of them. Brad will only get better performances when he starts hiring real actors and forces them to perform for real, instead of just saying some lines and hoping they did a good enough job of it the few times they tried.
