It was originally going to be a repeat of the betrayal and extermination of the Thunder Warriors, the Primarchs and Space Marines had served their purposes and he wanted them to wipe each others out so he didn't have to do it himself but he didn't plan on Chaos getting involved and turning it from a Marine/Primarch civil into a warp tainted apocalypse.
