Both might've been stars, but a James Bond movie without James Bond would've just been an action movie with some familiar names. There's just not enough setting witout the main character. It's the same reason why an Indiana Jones movie without Indiana Jones won't work - even if there are probably plans to give that franchise a cinematic universe as well.
(Though maybe I'm talking out of my ass seeing how I haven't seen a Bond movie in over 10 years. Maybe it's now alongside Dark Souls in terms of lore.)

Ian Fleming actually tried to do something similar with his novel The Spy Who Loved Me. It was a Bond novel but it was written from the perspective of the girl and Bond only showed up about 3/4 of the way through. First film is good, the second one is a lame follow-up and then there are the neverending Mendes films that turn Bond all philosophical about the meaning of his life when they're not jizzing over the Connery era.

The only thing the Craig films really did right is they had just the right level of gadgets. Which is to say, barely any at all and nothing that wouldn't be used by a real agent
