That is essentially what they are doing. There are two methods:

1. They slice the penis down the center and fold each side out to form the labia majora and the glans remains and is used as a clit 2. If the penis is not an option, they can use a piece of colon to create a fleshy tube. The colon may never loose the foul smelling gut fauna.

Both methods require a daily "dilation" aka dildoing to keep the wound from healing.
