Just looked it up and they make it from wheat.

It's almost all wheat or rye. Much easier to get consistent results with than potatoes that can rot and such.

You can still get vodka made from potatoes, mostly in eastern Europe, but even there it's a rare sight. It's just cheaper to have one huge column distillery make grain vodka for multiple cheap producers.
The high quality ones have pretty much always been grain.
